Delivering a new model will need new legislation, and is a decision for government and Parliament. But given our analysis of emerging opportunities and risks to public service broadcasting, our recommendation is that any new legislation should ideally be in place by 2011, the point at which some current licences may fall into deficit and Channel 4 will face increasing pressure on delivery of its remit. This is also well before the initial expiry date of the current commercial public service broadcasters’ licences at the end of 2014.
