Surely, if you control the regulatory assets, particularly the spectrum, you can control te income value of these.

We'll sell the family silver for tuppence. These regulatory resources are vital and must be retained for truly public benefit.
We've sold most of the country and gained very little benefit. Beware of selling off our communication channels. It is full of danger.
