As large as we want to make it?

There is huge potential in the mobile comms area, but balanced and appropriate regulation will be necessary.

It isn't sufficient to leave it to market forces, unless we are content to leave the existing barriers in place and have an ever increasing gap between the have's and have-nots.
Those barriers include coverage, performance, cost, complexity, lack of confidence with technology, etc.
