We regard this consultation as a step to increased engagement with stakeholders affected by events in the mobile sector, and to help us ensure that regulation evolves and does not trail market developments.

I think this kind of engagement and opportunity for stakeholder input is excellent. However, I only found the consultation by chance (through following a link in an article on the bbc news site). It is also not accessible (?) unless you are online - and some of the people with important views are not going to be able to engage with this approach potentially.
