In the future, it remains likely that effective competition will depend on regulation, at least in some locations. As with today’s broadband market, promoting competition may require regulated access for third parties to the networks and products of operators with market power.

"Effective competition will depend on regulation" may be true in the BT areas but so far Ofcom regulation has not ensured any competition at all in the KC area. Either Ofcom's regulatory poweres re. the Hull Telephone area will have to change or KC will have to be nationalised or taken over by a national operator.
